EDUCATION
High School/GED or equivalent (Required)
Bachelor’s degree in Emergency Management, Homeland Security, Public Affairs, Communications, Education, Chemistry, or Engineering. (Required)
Other: Without a Bachelor’s degree 5 years related experience in operations, maintenance, engineering, security, health physics or chemistry. (Required)
Associates degree in a technical discipline is equivalent to 2 years related experience. (Preferred)
EXPERIENCE
8 + years Emergency program experience (mentor, lead controller, simulator) as a Senior Technician in Chemistry or Health Physics, Journey level in Maintenance, or Sr/Staff level Engineering, Chemistry, HP or Work Control. (Required)
2 Years of the Eight (8) years must be Emergency Planning experience. (Preferred)
LICENSE/CERTIFICATIONS
Texas Driver’s license (Required)
ESSENTIAL RESPONSIBILITIES
Provides Staff Level Coordination and team leadership to the Emergency Response programs. Provides input on projects and activities to ensure delivery of consistent and effective program that meet all requirements.
Reviews emergency planning documents and invoices, submitted for products and services. Reviews material requisitions, requests for quotations, bid evaluations and contracts for approved projects as assigned. Participates in budget preparation.
Chairs committees in support of the Emergency Response Program. Maintains the Emergency Plan, Severe Weather Plan and Emergency Plan Implements procedures, ensuring they meet regulatory requirements. Performs/reviews equipment and facility maintenance.
Prepares progress reports to appraise supervision of the status of assigned projects and activities. Develops/maintains emergency plans and perform procedure updates in accordance with Station and Regulatory requirements.
Acts as Lead Controller/Evaluator for assigned Emergency Response Facility. Reviews and performs conceptual and detailed studies for plant facilities or improvements to existing facilities involved in Emergency Response activities.
Assures program administration and compliance with station, Department, and Division policies and procedures. Implements the Severe Accident management Guidelines. Perform calculations and analyses to justify emergency planning activities.
Leads the development, review and validation of scenarios for the annual Drill and Exercise Program. Conducts workshops, tabletops, drill and exercise preparation and evaluation documents.
Coordinates project assignments and provides directions to employees and consultants assigned to projects. Coordinates activities with other departments within the company technical personnel, state, local, federal regulators and contractor personnel.

OTHER RESPONSIBILITIES
Accept ERO position as needed.
Accept outage position as needed.
Interface with the NRC, DHS, FEMA, state and local authorities.
Coordinates and supports emergency planning efforts with the State of Texas and Matagorda County agencies.
SPECIAL SKILLS, KNOWLEDGE AND QUALIFICATIONS
Ability to obtain and maintain unescorted access.
Familiarity with regulatory requirements for Emergency Response activities. Knowledge of STP policies and procedures.
Ability to maintain professional demeanor under pressure or during plant emergencies and perform duties for an extended period of time.
Ability to effectively interface with STPNOC customers and Regulators.
Ability to effectively communicate in written reports and verbal presentations to all levels of personnel, including senior management.
Strong team leadership skills. Ability to mentor and guide other team members.
